Introduction
Highway England is a government owned company established in 2015 that is responsible for “operating”, “maintaining” and “improving” the strategic road networks that includes England’s motorways and major A roads. As per the case study, this company is funded on a five year cycle known as road investment period between 2015 and 2020. Currently is on a second period five year cycle of 2020-2025 for making innovation and changing. The report basically focuses on the challenges faced by the organisation and evaluation of communication strategies that creates impact on the culture of the company.
a. Challenges/Issues faced by the organisation
Based on the SWOT analysis, Highway England has a good road network that provides better services for the road users and supports the growing economy. The organisation works in the interest of the taxpayers and road users and makes simple small investments in building a strong network every day. According to Numfor et al. (2021), SWOT analysis also finds challenges in controlling vehicle emission and noise that impacts the health of communities. On the other hand, the organisation has come across different challenges to cope up with the increased demands of and volume of high speed traffic.
Strength
“Highway England” is responsible for improving the “Strategic Growth Network” (SGN) which is the biggest and most important infrastructure in the country. Currently, this company is in a role to deliver the “government’s road investment strategy”. According to Herbane (2019), SRN is the core of the national transport system that connects major towns and cities and ensures commuters to do efficient work. The organisation has come with a vision of developing a network more “smoother”, “smarter” and “sustainable” for which it comes across several challenges. However, “lack of strategic direction” has been identified as a major issue to restrict the company towards achieving its goal successfully.
Weaknesses
The key challenges faced by the organisation include “lack of controlling the traffic growth”, “insufficiency controlling air standard” and “improper safety to the people”. The company is struggling to cope up with the increased demand and volume of the high speed traffics (HIGHWAY ENGLAND, 2023). Moreover, the company is facing this challenge during the pandemic period when keeping social distance is important for the spread of covid-19. Highway England finds it difficult to manage the traffic during the peak times, which causes delays in the journey and more chances of spreading the disease.
Opportunities
Moreover, the challenges of maintaining the proper road safety standards causes delays in the journeys and sometimes creates impact on the life of people. The analysis also opens the areas that need to be improved by Highway England in making the network safer to create a positive impact on human wellbeing. Improving smooth flow of traffic will result in controlling the traffic growth and will give user satisfaction.
Threats
The organisation also faces difficulties in controlling the air standard from the vehicles that creates a bad impact among the communities. The vehicles use petrol and diesel that releases large amounts of harmful gases in the atmosphere and causes bad impact on the health of people. In view of Pereira et al. (2020), improper maintenance of air standard reduces the workplace productivity and creates impact on the health and wellbeing. Accordingly, Highway England also faced issues in providing proper safety to the people that led to an increase in the cases of road accidents. Lack of safety issues increase the risk of injury and death among the communities and make it difficult for the organisation to recover it.
b. Evaluation of the leadership model
Highway England can make use of the “Transformational Leadership” model to create changes that are based on the demands of the communities. In view of Zhu et al. (2022), Transformational leadership theory encourages and inspires the employees working in the organisation to innovate new ideas for improving the company’s future growth. The company uses this model to focus on the needs of the communities to improve the smooth flow of traffic by improving the networks those results in improving the user’s satisfaction. According to Govindan et al. (2021), this theory mainly involves working in a team to identify the changes needed to create a strong vision towards building a sustainable network. The leadership style includes four factors like “idealised influence”, “inspirational motivation”, “intellectual stimulation” and “individual consideration”.
Idealised influence describes the role of higher officials within the organisation who makes important decisions about developing smooth networks for the development of the organisation. Inspirational Motivation among the organisation motivates the employees towards developing a strong vision that will help in increasing the economic growth. Accordingly, Intellectual stimulation within the organisation encourages the employees to create new ideas and innovation that promotes critical thinking and problem solving efforts for betterment of the company. Individual Consideration within the organisation provides good advice to achieve the goals of the company. Hence, using transformational leadership models by Highway England articulates a vision and inspires the employees for achieving long term goals.
Communication strategies of the organisation
Highway England plays an important role in “operating”, “maintaining” and “modernising” the strategic road networks by properly communicating with the stakeholders. Highway England aims to deliver £11 billion investment to support the “Government Road Investment Strategy” by using effective communication strategies (HIGHWAY ENGLAND, 2023). “Verbal communication” within the organisation helps the customers and stakeholders to understand the priorities for investing and modernising the smart “motorways” and “expressways”. Similarly, “non-verbal communication” also provides accurate and timely information about network traffic and conditions of the road users that includes “disruption” and “changing road situation”. In view of Chyhryn et al. (2020), communication builds a strong relationship with the stakeholders and customers to encourage safe driving and working of the network. Accordingly, “written communication” informs the people within the organisation about legal and statutory requirements of a strategic road network that helps in future development. “Listening and visual communication” within an organisation informs and engage new and future employees in Highway England that provides economic and social benefit.
Impact on employees and organisational culture and performance
The leadership model creates a positive perception that helps the employees in changing their beliefs and behaviour by improving their level of performance. The model also makes a positive influence towards the organisation culture to discover new innovations by freely sharing their ideas to achieve the future missions of the company. This leadership model develops motivation among the employees to increase their level of commitment towards doing work that improves the level of performance. On the other hand, Effective communication within the organisation boosts the morale of the employees that further enhances the productivity of the organisation. In view of Yue et al. (2021), proper communication builds a better culture within the organisation and helps the employees to create goals and outcomes that promote better teamwork. Effective communication enhances the employee’s relationship and minimises the risk to achieve the goals of the organisation by increasing the level of performance.
c. Three recommendation with justification for enabling and improving organisational performance
Highway England needs to improve their organisational performance to identify the areas of improvement by getting a proper insight of the employees’ capabilities and skills. In view of Werdhiastutie (2020), improving organisational performance will open up new growth opportunities and improve the efficiency of doing work to achieve the goals of the organisation. Firstly, the company is recommended for proper “modernisation” that requires a lot of innovation in the next 5-10 years from improving their network. Proper modernising the core motorways by upgrading some of their major routes which will enhance the capacity and better connection. According to Ziyadin et al. (2020), modernisation improves the performance level of the organisation by using new technologies by implementing the skilful employees for innovation and improvement. Secondly, the company is recommended for proper “maintaining” the network safety that will improve the efficiency with minimum impact on the employees and communities. Proper maintenance of the business operations reduces the delays in doing the work and helps the business open up new areas that improves organisational performance. Moreover, proper maintaining the networks in the organisation ensures long term sustainable growth within the organisation. Finally, the company is recommended for improving “operations” to control the traffic of the network which in turn provides better customer satisfaction. Business operation within the organisation can be improved by implementation of latest technologies and innovation to create a safe and serviceable network. According to Vrontis (2021), the innovations provide the organisation with more integrated networks and provide freedom of choice in the workplace to enable safe movement along with the network. Hence, new innovations will increase the certainty within the organisation and enable a better journey by improving organisational performance and further improves the service to the customers.
Conclusion
The study concludes that Highway England plays an important role towards building a healthy nation and provides betterment to the communities. Towards development of efficient network channels the company has faced various challenges that have created a bad impact on the communities. SWOT analysis of the organisation helps in understanding the weaknesses and areas of improvement. Transformational leadership used by the company drives success that ensures the customers and stakeholders to have proper communication. Moreover, effective communication within the organisation helps in developing new innovative ideas that improves the performance of the company. Therefore, the use of leadership models and communication strategies provides a positive culture and improves the organisational performance of Highway England.

(a) The phases in entrepreneurial practice from new business idea to the delivery phase
Entrepreneurial practices can be described as a multidimensional concept which is aimed at pursuing opportunities or creating new business start-ups. The phases that are covered in entrepreneurial practices include the generation of ideas, evaluation of opportunities, planning, gathering company information, launch and growth (Chatterjee et al. 2021). Accordingly, idea generation can include the development of business concepts that can create a positive impact on society along with driving profitability. Moreover, the planning phase includes the formation of the strategy for the business, setting target customers, adopting appropriate business models and setting business milestones or objectives. On the other hand, O’Reilly and Binns (2019) have argued that choosing the target market is one of the crucial aspects at the time of launching a new business idea. Thus, the development of the target market can help the companies in reducing its cost in marketing along with reaching valuable consumers.
The information-gathering phase in entrepreneurial practice can include adequate research on the competitors that are offering the same products and services to the consumers in the market. As per the opinion of Udriyah et al. (2019), competitor analysis can help companies differentiate their products and services accordingly and attract the attention of consumers. Thus, competitor analysis becomes a crucial activity in leading the new business idea to the delivery phase and achieving success in the 5-year cycle plan of “Highways England”. In addition, the business launching phase includes the activities of practically establishing the business concept and contributing to the consumers’ needs and demands. Business launching activities can include marketing initiatives to expand business information among consumers and shape their buying decisions (Ali and Anwar, 2021). Accordingly, entrepreneurial practices need to be supported with effective marketing activities that can help in creating business awareness among consumers. Following the steps can lead to contributing to successfully establishing any business idea from its planning phase to the phase of delivery.
(b) Strategies for risk management in new entrepreneurial business venture
Risk management is a significant aspect of the new entrepreneurial venture for sustaining within the business environment and avoiding the negative impacts of the risks on the business. As opined by Duong et al. (2019), the strategies like measuring the potentiality of risks, looking for new opportunities, cutting the financial risks along with, predicting the risk and developing a risk management plan can help in addressing and managing risks. Accordingly, new entrepreneurs need to measure the risks before performing any new activities within the business venture. In addition, there are a number of parameters that can be utilised in measuring risks, including effective analysis of the impact of the risks and measuring the return on investment in terms of risks in “Highways England”. As a result, effective measurement of risks contributes to creating profitability within the new business venture by making simple plans into actionable risk management activities.
Entrepreneurs need to look for opportunities that can help in recognise the flaws within the market along with finding solutions for the issues. Tien et al. (2020) have mentioned that entrepreneurs need to understand the needs of the consumers to maintain sustainable performance within the competitive business environment. Accordingly, the strategy of analysing customer needs can be beneficial for the new entrepreneurial business venture in dealing with the business risks of failure within the operating market. On the other hand, Simpson et al. (2021) have argued that financial risk management is one of the significant aspects of managing risks within a new business venture. Thus, the entrepreneurs can work on introducing payment and credit requirements for mitigating financial risks within the new business in “Highways England”. In addition, monitoring the business growth and expanding it to a sustainable degree is another significant strategy in handling the business risks within the new ventures. Therefore, risk management strategies can be beneficial for the new entrepreneurial business venture to maintain its profitability and revenue.
(c) Entrepreneurial traits and characteristics for strategic positioning of the newly proposed business venture
Entrepreneurial traits can be described as the typical abilities, characteristics and patterns associated with successful entrepreneurs. There are a number of traits that are incorporated among successful entrepreneurs, including higher optimism, confidence, discipline, competitive nature, along with the ability to be open-minded (Pitt et al. 2021). Accordingly, entrepreneurial characteristics also need to include the ability of entrepreneurs to learn from their past experiences. Optimism among entrepreneurs can be defined as the characteristics of focusing on the positive and being resilient to the negatives (Liang and Cao, 2021). Thus, the optimistic traits of the entrepreneurs can help them in achieving success in the business rather than losing hope easily in “Highways England”. On the other hand, the confident nature of the entrepreneurs can help in increasing the possibility of investment from the shareholders (Ramoglou et al. 2023). The confident nature of the entrepreneurs can also help in improving communication and interaction with the shareholders, which further helps in contributing to the strategic positioning of the business venture.
The passionate nature of the entrepreneurs can be beneficial in easily and effortlessly running the business along with driving success to the business. The passion of the entrepreneurs can help in boosting the confidence of the employees by positively contributing to the business along with enhancing the chance of investment (Santoro et al. 2020). Accordingly, the passionate nature of the entrepreneurs can lead the new venture to strategic positioning besides driving success for the business. Moreover, discipline is another crucial trait of entrepreneurs, which helps in boarding the road to success for entrepreneurs (Sinkovics and Reuber, 2021). The disciplined nature of the entrepreneurs can motivate them to work independently along with setting goals for the business and overcoming drawbacks in “Highways England”. In addition, this trait can ensure that the business goals are met accordingly and within the predetermined time frame. As a result, discipline can help entrepreneurs maintain a strategic business position in a competitive business environment.

The introduction of a safe transportation network can be beneficial for “Highways England” to foster its corporate reputation along with profitability and revenue. The study by Hu et al. (2021) has highlighted that ensuring the safety of the workers of the organisations can come with the opportunity of reducing threats at the workplace. Accordingly, the idea of ensuring the safety of the road workers with the allocation of appropriate equipment required for the task, PPT and hard hats and globes can help in reducing the safety challenges to the workers. On the other hand, Dwivedi et al. (2021) have argued that the lack of availability of capital within the organisation can work on creating issues in the practical implementation of the new idea in business. Thus, the presence of any financial risks can create issues for “Highways England” to appropriately introduce safety concerns among the labourers working within the transportation network after the COVID-19 pandemic.
Investment from investors can help in avoiding the financial risks at the time of introducing new business ideas. As opined by Han et al. (2019), business organisations can assess the financial risks, including market risks, capital risks, equity risks, legal risks and others, before introducing a new business. Thus, assessing financial risks can be beneficial for the managers of “Highways England” in developing risk management strategies like increasing capital and others that are aimed at addressing financial risks. The development of a risk reduction strategy can be beneficial for the new business in minimising the probable impact of the risks (Dang et al. 2020). Therefore, a risk reduction strategy can help in reducing the level of risks to an acceptable level and address the risks with effective action plans.
Entrepreneurial traits and characteristics, including positive attitude and behaviour, optimism, higher confidence and learning from failures, can help in increasing the strategic positioning of the new ventures. As highlighted by Asbari et al. (2020), transformational leadership theory helps in promoting guidance to the employees and motivating them to achieve organisational aims and objectives. Accordingly, the characteristics of transformational leadership among entrepreneurs, like openness to new thinking and ideas and commitment to active listening, can be beneficial in influencing the strategic positioning of the new business. In addition, it can also help in increasing responsibility and accountability along with positively taking business risks. Therefore, the success of the new business idea in “Highways England” can be accelerated with the traits and characteristics of transformational leaders among entrepreneurs.

Description
I have engaged in the activity of analysing the case study of “Highways England”, which has helped me in gaining knowledge about organisational culture and change management. In addition, I have gained insights into the health and well-being of the employees within the workplace. “Behaving Examples include: in an open, honest and trustworthy manner” is a significant professional area in the CMI Code of Conduct and Practice (MANAGERS.ORG.UK, 2023). The case study review has helped me understand the importance of being responsible and accountable for my own decision-making within the work area.
Feelings
I was nervous during the first few days of the study due to my lack of previous experience and knowledge. However, adequate support from the professors has helped me in appropriately completing the study and gaining knowledge regarding personal and professional integrity within the workplace. I have also learned that it is important to disclose a personal interest in a professional area that can impact decision-making.
Evaluation
The study has positively impacted my knowledge gained regarding the maintenance of healthy organisational culture and appropriate leadership strategy for fostering change management. Professional practices can be beneficial in developing and improving skills and knowledge in the professional area (Giguère et al. 2020). Besides, I have gathered ideas about the maintenance of employee health and well-being within the workplaces of organisations like “Highways England”. However, I have not gained learning about the characteristics of the professionals that help in maintaining conflicts between the organisational members. This study has delivered my knowledge regarding the professional area in the CMI Code of Conduct.
Analysis
The employer case study analysis has helped in understanding the importance of maintaining transparency and confidentiality in every aspect of communication within the workplace. Accordingly, the learning from the study can help me contribute to strengthening my professional characteristics like managing transparent communication, making accountable and responsible decisions and others in future. In addition, I can also focus on transforming my leadership capabilities which can further help in developing my employment opportunity and professional behaviour.
Conclusion
I have found that it is important for the professional to act in an open and trustworthy manner at the time of working within an organisation. However, I can have developed further knowledge regarding employment practices according to the CMI Code of Conduct by increasing my focus on the practice areas at the time of the study. I have understood that it is required to comply with the country’s rules and regulations while actively working within an organisation.
Action plan
I can use the learning and knowledge gained from this study to accelerate my future employment opportunity. Moreover, I will work on my professional traits and characteristics for the next 6 months that can further help in improving my professional area according to the CMI Code of Conduct.
