This club has a talented group of young swimmers who have a talent to compete in national and international competitions. This club wishes to develop its young players with an elite level of coaching and provide scientific support to its members.
Aspire Club is a swimming club in the UK that is facing some major issues regarding its infrastructure and scientific support. As this is a small club therefore they do not possess a proper funding to buy and incorporate modern tools into their club. They are also facing coaching-related issues due to low financial support, they are unable to hire some expert coaching instructors with their club. Regarding these issues, their talented swimmers are facing problems to maintain a proper technique of swimming. This scenario led to an inability to compete in national and international events of swimming competitions. The club has an ambition to enlist their names at national and international levels but due to a lack of financial support, they are unable to do so. The impact of Covid-19 is also a major issue in this scenario because swimming pools were closed during lockdowns (Independent, 2022). During this scenario, the club made losses in its revenues and profits.
Swimming industry is a major industry in the UK and the number of interested members is increasing day by day. Learning swimming is a trendy thing in the UK and an estimated growth of the swimming market is $ 3.56 Billion by 2025 (Businesswire, 2022). As the swimming industry is increasing in the UK therefore not having proper financial support can impact this club. A club’s acceptability is completely dependent upon participation of its students in any national and international swimming competitions (Knight et al. 2018). As their students are unable to participate in famous competitions therefore the brand of the club is not increasing. Not being able to hire efficient coaching instructors, the quality of learners is degrading though they have proper talents (Ibad, 2018). This is hampering the overall revenue of this club and being difficult to stay in the competition.
Nowadays, swimming is one of the trendiest things across the UK among adults as well as children. In the last 12 months, 14 million adults, which is 31.3 percent of the nation, went swimming of which 7.8 million were women and 6.2 million were men (Swimming, 2022). Regarding this trend, there are multiple swimming clubs across the UK and it is important to stay in this tough competition. According to data from Swim England, 2,000 swimming pools might be closed by 2030 because of poor infrastructures and not having efficient facilities (Swimming, 2022). Regarding this scenario, not having proper coaches and facilities in this club, it is going to be difficult to run their business.
This entire study is focusing on how to get proper funding for maintaining an elite coaching practice and buying some scientific equipment. This organization has decided to bid for some funding from Sport England to solve their issues. This report focuses on creating a proper budget and then monitoring and evaluating the overall process of cost estimation and project management.

Aspire club can bid up to an overall amount of £10,000 regarding their issues. This amount will be helpful for them to hire a proper coaching instructor in their organization to provide their students with effective coaching. They can invest money in their effective basic facilities and logistics operations. Investments in scientifically essential commodities can be done after solving the financial issues. Scientific things like arm floaties, life jackets, nose clips, and rings can be bought and these are helpful for the swimmers. Before admitting new swimmers, it is essential to go through a medical examination of candidates (Melau, 2022). This club can invest in these things more to gain more quality swimmers and avoid life risks. After a certain time, it is important to disinfect a swimming pool because microbes can hit them. This process is very costly because it requires chlorine, bromine, ozone, and ultraviolet radiation. After getting funds, the Aspire club can modify these things, and thus they can get more swimmers and improve brand awareness. Thus Aspire Club can improve its overall pool infrastructure plan and improve its logistics operations. They can invest in their basic education and training programs for managers and coaches that can improve the effectiveness of their managers and also their coaches. Aspire Club can incorporate some promotional activities by providing their advertisements on TVs, internet platforms, and social media platforms like Facebook and Youtube. There are some negative points that can hamper this project and that can be the cost of raw materials. As cost of energy is increasing in UK after beginning of the war between Russia and Ukraine, the costs of raw materials are also increasing. In UK, cost of raw materials has increased by an average of 30% and in some cases, it has reached up to 500% (Chemindigest, 2022). During this scenario, this entire project rationale and cost estimation can hamper and may lead to project failure.

Aspire club has aimed to develop educational programs for coaching, managers and swimmers. Monitoring and evaluation is a process that helps to develop project performance. According to Odhiambo, Wakibia & Sakwa (2020), project monitoring is developed with plan, review and identification of potential issues of projects. Aspire club has been identified with a low rate to inspire this club to national and international competition level. - Communication and information flow among stakeholders are needed specifically with local municipalities, home coaches, swimmers and their families. This process would help to keep engaging stakeholders in this project specifically.
- Risk has been identified with ineffective resource utilisation and that would hamper funding scope of this project and will affect project timeline.
- Investigation key performance indicators (KPIs) would be monitored to keep project progress on track and would develop performance of projects within allocated weeks. Timeline, costing and quality of project management are used to complete this project with proper development of swimmers to compete at national and international level.
- Monitoring project scope is needed that would test resource and activity parameters of projects. Scope of stakeholder’s communities and swimming pool infrastructure has to monitor development of project scope.
Monitoring of projects would impact on evaluation of projects and that would play a crucial role to develop effectiveness and success rate of Aspire club. Such evaluation phases are mentioned below:
- Resources have to be evaluated in an adequate measurement and that would help to develop proper utilisation of Sport England’s funding. Additionally, allocated cost for raw material would be implemented for successful execution of infrastructure plan of swimming pool.
