7069SOH Managing and Planning Resources in Healthcare Organisations Assignment Sample 2024

Slide 1: Introduction

The healthcare system is mainly dependent on how it is funded by government and development takes place. Focusing on human resource planning and management perspective, it can be stated that the healthcare systems of countries like UK and Australia have come across several strategies on how funds are used for giving appropriate wages to doctors, nurses and health carers. This study structurally focuses on the funding model of UK and Australian healthcare sector along with its impact on people.

Slide 2: Funding model for Healthcare in UK

The funding model of UK is generally paid by taxation. UK is publicly funded and also has a private healthcare sector that gives private health insurance. Most of the healthcare in UK is funded by the government and is owned by the NHS, National Health Service (Columbia, 2022). NHS is run by the tax collected by the citizens of UK providing them with free medical services. The Beveridge Model mainly signifies the overall funding system of UK government on how healthcare facilities are owned.

Slide 3: The Beveridge Model

According to the Beveridge Model, healthcare facilities are completely owned by government along with some private ownership related to government funding. Most of the employees working in UK healthcare sector are counted as government employees thereby removing all competition for market to keep low-cost and standardised benefits.

The Beveridge Model highlights how the employees benefit by working under the government and people, more specifically the patients get the health care services equally distributed (Hoctor, 2021). In such a scenario, countries like UK have the government playing a single role in the health care system in terms of operation and funding.

Slide 4: The Beveridge Model in UK funding system

Following the Beveridge Model, UK healthcare sector is completely based on the income tax payments done by the citizens which government uses in maintaining health and well-being of the people through easy access to health care facilities. Under NHS, UK healthcare sector distributes the fund equally to all the organisations that are both privately and publicly owned based on their capacity and service provided.

Focusing on UK funding in healthcare, the Beveridge Model in health care system is named after William Beveridge in 1948 (NCBI NLM NIH, 2022). In such countries using this model greatly emphasises the need for healthcare for all people, making it easier for them to get access financially. Therefore high-quality healthcare service is provided to all the citizens that are government only financed through the tax they paid.

Slide 5: Funding model for Healthcare in Australia

Taking the case of Australia, it has been evident that it uses the universal Public health insurance programme, Medicare, for funding the hospitals and other care units (Fang, 2016). This insurance program is generally based on the tax revenue collected by government. This to some extent is similar to that of the funding system of UK health care system as government here plays the prime role of financing the health care facility for all the people through a public health insurance program, Medicare.

The federal government in Australia pays a rebate based on insurance premiums and also charges tax penalties on high-income households that do not purchase private insurance (CommonWealth Fund, 2022). This has successfully helped in addressing the salary of healthcare workers as these insurances are mostly based on people’s tax revenue.

Slide 6: National Health Insurance Model

The purchasing of private insurance is a big source of earning for the Australian government which is further used for financing Australia’s universal public health insurance programme. This was initially introduced in the Parliament in 1973 but after three failures, it came into practice in 1984.

In other words, it can be stated that Australia follows National Health Insurance Model where citizens are needed to have a health insurance policy with regular premiums that acts as a tax revenue generation for government (Duckett, 2018). Even though the overall healthcare system in Australia is financed by government, the source of revenue generation for staff and medical expenses is mainly the health Insurance owned by other people privately.

Slide 7: National Health Insurance Model in Australian healthcare system

National Health Insurance Model has been successfully implemented in Australian healthcare system where citizens are provided healthcare services equally based on their insurance packages. Citizens are automatically enrolled and receive free services from public hospitals that include physicians’ charges, pharmaceuticals and other services. This model has supported Australian government with a great source of financial resources for carrying forward the expenses of medical treatment of the country.

Slide 8: Impact of these funding models in the delivery of patient care in Australia

Australia with a high population rate has always emphasised on providing people with instant medical services in any emergency situation. It has been identified that Australia using public Medicare healthcare program as a National Health Insurance Model provides citizens the benefit of paying less for an in-network healthcare service.

Further this mandatory insurance has also made it easy for people to seek free vaccines, routine checkups and screenings (Healthcare, 2022). This insurance is partially funded by the government and is beared as a tax for citizens thereby the problem of funding in times of emergency for patients are avoided.

Public Medicare services being compulsory for people are regulated by many public and private healthcare providers which opens a way for easy medical treatment in both types of hospitals. This had also been effecting for maintaining staff and employees in healthcare sector with on time salaries and technological advancement.

Other than Medicare insurance, private hospitals also provide other private insurance services to Australians in order to help them pay for their treatments in a fixed package form (Health Gov, 2022). These private insurance services also offer treatments for illnesses that are not covered by Medicare which makes it easier for people to seek better health in time of emergency.

Slide 9: Conclusion

The study concludes with the importance of a funding model in healthcare system that has been highly effective for the people of different countries in covering the medical expenses. In addition to this, the study has focused on the funding model of UK and Australia where it has been witnessed that both are mainly publicly funded. UK uses The Beveridge Model and Australia uses National Health Insurance Model for maintaining a proper flow of financial rescues in their healthcare sector.
