Workforce planning needs to be conducted in better way, if this is implemented properly then entity is able to meet its mission successfully. In this, the operational workforce mainly put consideration on individual planning in an effort that aids to streamline daily operational functions of employees. In manner as to focus on to develop daily work schedules for employees and to assist workers in creating understanding their responsibilities and aids to maintain productivity throughout the day (Talbot et. al. 2021). With better workforce planning the entity can able to prepared for future challenges. An excellent understanding of the workforce and its ability to satisfy the needs of enterprise can assist to bring improvement in hiring process. However, there are some of the principles that look over to conduct workforce planning effectively. These are outlined in below contexed manner as are-:

Further, they should use cost-benefit analysis to facilitate sufficient workforce in their clinic.
Hence, it can be stated that workforce planning tool can be very helpful as these aids to better analyse employee’s current capabilities and their potential future requirements. Such tools mainly put consideration on offering accurate data that identifies gap to address (Werenkraut and Pirk, 2020). The manager can use workforce planning method under management tool which is the process of analysing, predicting, and planning workforce demand and supply. Further, it helps to assess gap and determine target talent management interventions in order to ensure that the firm has the right people with right ability at the correct place (Dkhili et. al. 2020). The institution uses this management tools for effective workforce planning.
Human resource and talent management
To carry out health care services effective, it must to have better human resource and talent management. Effective working leads to great team work. Human resource authorities are act as backbone to enterprise. Thus, they make decision on the basis of areas such as hiring, firing and developing employees through their career lives (Al-Dhaafri & Alosani, 2021). So, it can be stated that the HR in Health care enterprise plays the significant role in terms of hiring new talents. Therefore, skilled HR team can able to appoint attractive pool of talent. It is in the hand of Human resource managerial workforce to look over work distribution and managing team in such way that can bring out better performance (Balasubramanian & Short, 2021). Also, talent management is an HR plan of actions that look forward to develop and retain employees who performs effectively. High performing workforce such as HR and key authorities investigates close skills gaps and implement programs that attract, acquire and develop people who can perform well and brings growth. Hence, it can be stated that one of critical nature of health care system is based on people centred and focusing on patient and their families. Thus, Human resource authorities act as liaison among the employee and management in enterprise. Effective decision can only be taken if the enterprise is having better Human resource management team (Hung, Mashino & Graham, 2021). Human resources manager must direct employees to offer better learning opportunities so that they can perform job expertly and in more educated manner.
If the enterprise is having poor workforce, then the authorities are not able to conduct future course of actions properly. They cannot able to render quality service to patients due to ineffective teams and their performance. It is responsibility of the top authorities to hire suitable HR to entity (Cubillos, Bartels & Marsch, 2021). In Ramsay Health care there has been very little recruitment for over six years as the staff becomes redundant and get into their comfort zone. Further, there are no further develop of staff, no training, and appraisal are provided. Therefore, they should increase their recruitment process and hire experience staff. Moreover, training and development should be provided by the manager of clinic. In order to improve workforce planning, the manager can use several management tools like options appraisals which is the technique to review options and analyse the costs and benefits of each option. It helps in decision-making of workforce planning and suggest suitable process (De Santo, 2018). The healthcare institute use this method to review all available options in their recruitment process and select the best one.
Health care system in the country plays the crucial role to deliver effective patient care approach. For this, choosing most appropriate model for heath care system in country is essential. Thus, optimum use of material resources, improvement in quality and accessibility of health care are following significant consideration (Barber, Lacaille & Then, 2021). Hence, leading countries are taking many initiatives to expand access to free health care, allocating resourcing to render service that improve health care management and prevent cost duplication. Legal authorities must take initiatives to monitor cost of health care services and choose approaches that makes better services to patients. In the United States, technical advancement in health organisations is- advanced and bit expensive.
In current era, primary health care practices are struggling to survive. There are mainly four major models for the health care system and it includes Beveridge model, Bismarck model, out of pocket model and National health insurance model (Barber, Lacaille & Then, 2021). With help of using effective healthcare funding models, this is possible to create better understanding about the global coverage system. Hence, healthcare models defined in following context as are-:
Bismarck model– This is model that is created near the end of the 19th century. This model is mainly for decentralised kind of health care department. As per this model, employees and employers are responsible for funding their health insurance system with help of getting sickness funds that mainly created payroll deductions. It is financing based model that mainly put consideration that are obligatory for employees and employers (Li, Krumholz & Hu, 2020). Under this model, health care organisations financed from taxes of legal authorities.
Thus, it can be stated that private insurance plans covered employed person in regardless of pre-existing conditions and plans and policies are not profit based. It promotes universal health care. Hence, this is framework that offers health care services with use of funds from tax payer and never bill the patients. In this, legal authorities are responsible in terms to access universal access to health care facilities. Bismarck model mainly focuses on managers, representative is liable for subsiding the medical expenses through affliction services that made by finance derivations (O’Rourke, Oortwijn & Schuller, 2020). Also, this can be stated that financial execution makes the Bismarck model is a multi-payer system. Thus, one of the major concerns of this model is that how to render services and how to offer care to those who are unable to work and not able to afford contributions. Thus, these individuals mainly include aging populations and imbalance among the employees and retirees.
Beveridge model– It is model that is most common in the less developed areas. This is model that is tax based and not based on insurance (Kumar, Nayar & Koya, 2020). Therefore, as per this model the legal authorities act as the single player that removes all competition within market to keep the lower amount of cost and major standardize benefits. It is model in health care system as per which legal authorities offers health care facilities to all citizen with help of income tax payments. Thus, one of the major benefits is that it eliminates rivalries in the market of health care system. Also, it aids to keep the cost law. Legal authorities must be responsible in terms to funding all health service that are mainly engaged at upfront level. Health care organisations perform crucial part in individuals’ life. Thus, this needs to be structured in better way (Chiapello and Gilbert, 2019). Legal authorities play crucial role in imparting better services to people.
Hence, this can be stated these two models are very crucial to be taken into consideration.
Evaluation with recommendations for improvement in Ramsay Health care healthcare clinic in each of three key areas
To overcome barriers, the health care sector must put focus on needs of public health and modern advancement in this sector. These all aids to promote better care services to people so they can perform in proficient manner. Hence, these are outlined in below contexed manner as are-:

Therefore, team is inclusive of authorities such are as senior leader manager, senior health care practitioner, clinical expert, talent HR support, effective operational authorities etc. These all plays key role in carrying better organisational activities. Hence, it can be stated that it is crucial to make informed decision and to accomplish day to day task. This aids to keep all the activities in track. Ramsay Health care should use cost-benefit or risk assessment tool to facilitate the effective team. Further, they should follow ethical practice for their employees which make them more professionals in their job.

It is inclusive of human abilities, characteristics, skills and human limitation (Hung, Mashino & Graham, 2021). Therefore, application of human resource components is referred as design of system, task, facilities and effective use of human. These all plays crucial role in order to carry out day to day task within Health care organisation. Thus, entity should look over to include more attractive and efficient care processes, increased communication among medical providers and better understanding of patient condition. Ramsay Health care should use option analysis management tools for effective HRM.
Creation of executable plan– In order to accomplish desired result, the entity needs to execute things properly. With help of better execution of work, the things can be accomplished in timely manner (Welch et. al. 2019). Therefore, needs of patients must be identified, proper appointments must be given and their medical records needs to maintain. These all are core to execute things properly. Hence, these all can be done with effective workforce team. So, hiring needs to be done with skilled workforce to enterprise. In order to develop effective plans, they should use PESTLE or SWOT analysis. The clinic authority should evaluate their financial performance before implementing plan and conduct cost-benefit analysis.
Supporting development in workforce- In order to rendering better and effective services, this is crucial to have attractive pool of talent. Therefore, to strengthen performance of employees the entity should offer public health training so they can able to conduct their business practices efficiently. By expansion of skill training the desired result can be accomplished (Balasubramanian & Short, 2021). Thus, they should appoint senior medical professional who looks over the working of care providers. By monitoring employee’s performance on regular intervals aids to identify lacking areas and that are needed to be improved. Health professional and leaders in Ramsay Health care also needs training to know about modern advancement so they can know and train new ways to their juniors (Oliva and Kotabe, 2019). Effective workforce planning tool should be used by the manager for accomplish their goals. The clinic authority should hire those healthcare workers who have significant experience and skills which can beneficiary for the clinic in financial and operation terms.
