Introduction

UK exited the EU in 2020. This policy document emphasizes the end of free movement and the introduction of an immigration bill (Donald, 2016). This will bring a fair point-based system that can attract skilled workers to add value to the community, public service, and economy. The intent is to develop a highly productive and skilled economy.

Justification

The policy document has been selected as it aims at delivering the system which works in the interests of the UK. This can be further justified by prioritizing the skills an individual needs to offer rather than emphasizing where they come from. For too long, it has been identified that the immigration system has been failed to meet the needs of the British people. The immigration system also proved unsuccessful in highly skilled immigrants globally who want to come to the UK and add value to the nations and society development.

This policy document will resolve this issue by approaching the change (Zhongming et. al. 2020). It aims to implement a system that can transform how migrants come to the UK for various purposes. These can be studying, work, visitor, or living with the family. Another motive of this policy is to provide security and deliver a better experience for the individual entering the UK. Introduced in March 2019, the settlement scheme for the citizens of the European Union has already gained 3.2 million applications. These will be able to work and live in the country. This is an opportunity for employers to meet the demands of labor markets.

The policy also mentioned that from 1 January 2021, non-EU and EU citizens would be treated in an equal manner. The priority will be given to the people with the most incredible talents and highest skills, including engineers, academics, scientists, and other competent individuals (Rasquinet, 2018). The overall purpose is to protect individuals from exploitation. Thus, the free movement will be replaced with the points-based system.

Problem construction in the policy document

The major problem that has been stated in the policy document is catering to the need of highly skilled workers, students, and other Specialists who can be Global leaders and innovators. The policy document states that it will not introduce the general low-skilled or any temporary work. The focus needs to be shifted to the economy where investment, technology, and automation can be made (Morris, 2020).In this regard, employers will be needed to adjust to some extent. From 1st January 2021, the concept of free movement will end, and a point-based system will be launched. The aim is to transform the overall operations of the immigration system.

The point-based system will provide adequate, flexible, and simple arrangements for all these skilled individuals worldwide who come to the country by an employer-led system. The EU and non-EU citizens must exhibit that they contain a job offer from an approved sponsor. Also, it is to be demonstrated that they can speak English and the job offer is at the required skill level. Also, if the applicant earns more than the minimum salary threshold, then the person can be said eligible to apply.

On the other side, if the earnings are less than the required minimum salary threshold, however, no less than £20,480, in this situation, they can be able to come only if they display that they possess a job offer in a particular shortage occupation (Zhongming et. al. 2020). This needs to be designated by the MAC, or they have a Ph.D. relevant to the job. For instance, a University researcher in mathematics, engineering, science, and technology comes to the UK on a package of £22,000; then they can enter the UK. On the other side, a nurse can also enter the UK on a salary of £22,000 as they will be working in a shortage occupation.

Conclusion

It can be said that the scheme has been implemented from January 2021, and this is the first stage for a point-based system. The home office will define the system and will further make it flexible. A point-based system will provide flexibility for skilled workers who wish to come to the UK.
